Residency rules, sticky taxes, and first-year steps (2026)

The move changes the rate; the record decides whether it sticks. Georgia keeps taxing until domicile actually changes, and its 183-day statutory test stays live while any Georgia abode is maintained. Below: what follows leavers, and the North Carolina steps that build the record.
North Carolina's single flat rate fell from 4.5% (2024) to 4.25% (2025) to 3.99% for taxable years after 2025. Revenue triggers in G.S. 105-153.7 can cut it further from 2027, as low as 2.49%. Capital gains ride the same rate — no preference.

New residents who plan to drive obtain a North Carolina driver license within 60 days of establishing a permanent residence; the license is issued before a vehicle can be titled or registered.
