Retirement income sits outside the tax base

Social Security payments and distributions from eligible employer retirement plans after retirement age are never taxable as Pennsylvania compensation — a structural exclusion, not a deduction. For retirees arriving from New York or New Jersey, the state-level tax on that income drops to zero.
