Moving to Kentucky

Residency, establishment, and the first-year record (2026)

2026.1 Edition · Revised 2026-07-25 · DomusDay Research

Arriving in Kentucky is the easy half of a move, and the half that leaves the clearest paper trail. Kentucky taxes residents at up to 3.5%, so the date residency begins is a number on a return.

The state you left decides whether the move counts, and it decides on evidence. Every step below produces a document with a date on it — which is what answers that question years later.

Kentucky at a glance

  1. 1.A flat 3.5% for 2026, down from 4.0% in 2025 — one rate, no brackets, with a standard deduction. Cities and counties separately levy occupational license taxes on compensation for work performed in the jurisdiction.

Establishing residency in Kentucky

Grouped the way an examiner reads a life. Each item pairs the act with the evidence it generates — do them early and the record starts on your side of the timeline.

  • Kentucky has no declaration-of-domicile instrument. The registrations, the PVA record, and the filing pattern are what 103 KAR 17:010 reads instead.

Home & property(2)
  • The homestead exemption — $49,100 of assessed value for the 2025 and 2026 tax periods — applies to owners at least 65 years old during the tax period or classified as totally disabled, for property owned, occupied, and maintained as the personal residence on the January 1 assessment date. The application goes to the local Property Valuation Administrator by December 31 of the eligible tax year.

  • Because the regulation's test requires a new permanent home alongside relocation and intent, the Kentucky deed or lease and its start date carry the arrival side of the record.

Financial(3)
  • An arrival who still works in Illinois, Indiana, Michigan, Ohio, Virginia, West Virginia, or Wisconsin can look to the reciprocal agreements, which cover the specific compensation types listed for each state — wages and salaries in most cases, commissions in Indiana, personal-service income in Michigan and Wisconsin.

  • Local occupational license fees attach to compensation for work performed in a Kentucky city or county; KRS 68.197 authorises county fees in counties of 30,000 or more with a credit for city fees paid.

  • Kentucky excludes retirement income up to $31,110 per person, with retired federal, state, or local government employees whose service predates January 1, 1998 able to exclude more; the calculation runs on Kentucky Schedule P.

Professional & medical(1)
  • Medical and professional relationships established in Kentucky create dated, located records on the arrival side of the domicile pattern.

Filing(1)
  • The arrival year is filed on Form 740-NP, which covers individuals who move into or out of Kentucky during the year; full-year residents file Form 740.
