Residency, establishment, and the first-year record (2026)
2026.1 Edition · Revised 2026-07-25 · DomusDay Research
Arriving in Louisiana is the easy half of a move, and the half that leaves the clearest paper trail. Louisiana taxes residents at up to 3%, so the date residency begins is a number on a return.
The state you left decides whether the move counts, and it decides on evidence. Every step below produces a document with a date on it — which is what answers that question years later.
Grouped the way an examiner reads a life. Each item pairs the act with the evidence it generates — do them early and the record starts on your side of the timeline.
A driver's license is transferred from the state of the previous domicile to Louisiana within 30 days of establishing a domicile in the state; the out-of-state license is surrendered and destroyed when the Louisiana license is issued.
Source ↗Out-of-state vehicles are registered with the Office of Motor Vehicles after the move, with title, proof of liability insurance, and identification presented at an OMV office or Public Tag Agent.
Source ↗Registration closes 20 days before an election through the GeauxVote online system using a Louisiana driver's license or special ID, and 30 days before an election in person or by mail.
Source ↗The department's own list of domicile-establishing actions reads as an arrival checklist in reverse: voter registration, vehicle title and registration, driver's license, children's school of attendance, and the homestead exemption.
Source ↗Louisiana has no declaration-of-domicile instrument to record. The parish homestead exemption is the closest standing residence claim, and it is filed with the assessor rather than with the state.
Source ↗The homestead exemption is filed with the parish assessor for a bona fide homestead owned and occupied by the applicant, exempting the property from state, parish, and special ad valorem taxes to the extent of $7,500 of assessed valuation — $75,000 of fair market value.
Source ↗Medical and professional relationships established in Louisiana create dated, located records on the arrival side of the domicile pattern.
Children's school of attendance is on the department's list of domicile-establishing actions; enrollment produces dated records tied to the Louisiana address.
Source ↗Residing in Louisiana for more than six months makes an individual a resident for the entire taxable year, so the arrival date determines whether the first year comes in whole or as a part-year filing.
Source ↗The arrival year is filed on Form IT-540B, the nonresident and part-year resident return, with Louisiana-source income reported for the period before residency began.
Source ↗The offices an arriving resident deals with, and the agency pages the facts above come from.
